Spain has introduced new regulations to make it easier and more affordable to obtain Historic Vehicle status for qualifying cars and motorcycles. The new rules replace the previous regulations from 1995 and aim to protect the country's automotive heritage.

Easier application process

The new regulations simplify the classification process for many vehicles that are at least 30 years old. Applications for qualifying vehicles will also be available online, reducing both the time and cost involved.

It is important to note that a vehicle does not automatically qualify as a Historic Vehicle simply because it is over 30 years old. Vehicles must meet specific requirements and complete the official classification process.

Two categories

The new regulations introduce two categories:

Group A

This simplified process applies to vehicles that:
• Are at least 30 years old.
• Have Spanish registration.
• Remain largely in their original condition.
• Have a valid ITV.

Owners can apply through a simplified procedure and pay a reduced fee.

Group B

Vehicles that do not meet the Group A requirements, such as imported vehicles or those that have been off the road for a period of time, must follow a more detailed assessment process before obtaining Historic Vehicle status.

ITV changes

One of the most significant changes relates to ITV requirements:
• Historic vehicles over 60 years old are exempt from mandatory ITV inspections.
• Historic mopeds are also exempt.
• Other historic vehicles must still have a valid ITV, but inspection intervals have been extended to between two and four years, depending on the vehicle's age.

Use of historic vehicles

Historic vehicles are intended primarily for leisure use. Under the new regulations, they may be driven for up to 96 days per year.

Local authorities may also allow Historic Vehicles to circulate within Low Emission Zones, although these decisions remain at the discretion of each municipality.

Safety requirements

The new regulations also include safety measures:
• Minimum lighting requirements apply for night-time driving.
• Vehicles without seat belts cannot carry children who are 1.35 metres tall or less.
• Historic vehicles cannot be used for public transport, goods transport, agricultural activities or works and services.

Preserving automotive heritage

The Historic Vehicle classification helps preserve vehicles that have historical, cultural or special significance while allowing owners to continue enjoying them on the road. The new regulations aim to make Historic Vehicle status more accessible while ensuring vehicles are used safely and responsibly.
