A new law in Portugal (Decree-Law No. 26/2025) changes which vehicles must have compulsory motor insurance.
Insurance is mandatory for vehicles that:
- Travel on land
- Are powered by a motor
- Can go faster than 25 km/h, or weigh more than 25 kg and reach over 14 km/h
What does this mean for electric scooters?
- Most common scooters and e-bikes are exempt, as they fall below the thresholds.
- However, high-powered scooters (often bought online) may require insurance.
- Even if these vehicles are not legally allowed on public roads, they must still be insured.
The ASF (Autoridade de Supervisão de Seguros e Fundos de Pensões) advises users to check the following before using any personal mobility device:
• Check the technical specifications (weight and speed)
• Confirm whether insurance is legally required
